Advise the people to stay at their homes. For the people near the places without a bridge yet, evacuate to another city.
For the bridge design, I suggest make a slope so that the water will fall down, since containing it would be a very bad idea

Evacuating all the people is too risky and long. It would also be expensive. The people might be drowned before you can evacuate the people
