i close all borders and enforce this with parts of the military. i build large fallout shelters in all major cities, as well as a few hidden ones in the rural areas. i also build one or two smaller vaults to house animal life, quickly nicknamed 'The Ark'. start hoarding supplies in these vaults, but for now they are closed, occupied only by the future operating personnel and some extra guards. have emergency failsafes installed in case the door jams after a nuclear strike. have all schools trained in 'duck and cover' drills.

I also give each household radioactive suits. I equip each house with a small fallout shelter with a 10 years of food. I make the same things in each street and store. I build Vaults in case the radiation cloud reaches here. I make animal presevation systems...

and the planet refard to is not earth though i am invading earth
