I've lost count of the good and bad ones I've seen. I've made a couple too, or at least their scripts. There was always one thing that just had to be in any sci-fi movie that had multiple races of aliens in it though.
Some form of intergalactic civilization or society or government. To each of them I just gotta say: "Hay WAIT A MINNIT." It's this government. This government which encompases several planets and civilizations. I can only wonder how that would work.
Religions would certainly make governmental decisions difficult... Unless there was like, a galactic senate or something, right?
Wait a minute, how the hell would they get there?!
This is here because if there was ever more sentient beings in the future, that we somehow found, how would we communicate with them?
Hard to grasp.
By the way, don't try and tell me that it would be impossible, when one human went to another continent and found a new human with a new language and different customs, they managed to get each other to understand one another. In some way (normally by force, though).
When I read this, the first things that came to my mind were Mass Effect, and the movie Contact, with the movie being the only one of conversational relevance, I would propose mathematics as our means of communication, if that is at all possible.

Okay, so how would you get it several million miles away in less than a few years?
If we do come into contact with "Aliens" i hope they are peacefull so we can pwn there buts, the scariest thing is that the most likely reason a "alien" civililization would contact us is because they are running out of resources and want to conlinize our planet.

Well, light moves at about 5.8655696E13 miles in a year, and because radio waves are the speed of light in a vacuum -which space nearly is-, all that I would need is a moderately powerful radio (which I do have) to send a message.
Because a 24 pound cannon scares even the most aggressive native.
It's possible, the universe is nearly infinite, or perceivably so. Billions of galaxies with billions of stars. I'd say there probably is one somewhere.
Where do we fit into it? We don't, and won't in our lifetimes. We're currently chimps with pencils and nuclear weapons, nothing more than advanced monkeys who learned how to be civilized. I don't think we would be able to handle another civilization knocking on our front door, whether it be to bring us cookies or shoot us in the head and then rob us blind.
Well, even light would take 4.2 years to the nearest solar system (Alpha Centauri), and it's safe to assume there's no life there... Which leads us to the following: if we want to communicate with aliens, or they want to communicate amongst themselves for that matter, it would require either a) being close to eachother, or b) a way to send messages faster than light. Because waiting four years for a reply to 'hi, what's up?' is just too long. A third option is also available... a human's lifespan is on average 80 years. Four years is about 1/20th of that... if aliens lived far longer than that, perhaps their concept of time would be different as well, which would lead to a whole new set of variables.
But yeah... for the best solution, I'd have to go with the faster-than-light one. Talking on the phone is one thing, but meeting in person is often better, and helps to settle issues much faster.
I'm thinking, if we progress far enough to colonise our solar system and start going beyond, maybe humans would send colony ships to go off and colonise distant planets and hopefully meet other life forms, although the colony's communications with other humans would be severely limited. The latest idea of a time machine only allows travel back in time up to the point when the time machine was created, so maybe humans in colony ships could go in gryogenic sleep chambers while the ship is in auto flight, and use the time machine at the destination to go back in time and make it seem like they werent gone for long. Just theories though, don't take me seriously.
If humans did have to colonize other planets (which they will in a few billion years) I wonder what life will be like? Real aliens? All animals extinct? Or will dolphins take over the world? (seriously, their smart). I wonder if you just stayed in a cryogenic chamber for a few billion years, what will it be like when you come out? Light sabers? Captain Spock? A galactic board of aliens from each race? Will we be slaves to aliens? Who knows? but it dosen't really matter since we'll all be dead by then, but it's still a very interesting question.

If they did have a form of government spanning several planets it's safe to assume they would have a means if traveling to these planets in a repetitively short period of time, despite the vast distance.
The two methods I can think of that would be most likely would be something along the lines of what we see in Star Gate. Either by a ship that can travel faster then light (Possibly utilizing another spacial dimension besides those we perceive.), or like the star gate itself a stationary portal that folds spacetime connecting the two distant points. If they don't have both then the second could be achieved through the use of a ship or probe that can travel at or near the speed of light. Getting to the second destination and setting up the gate at the other end.
