You get perma'd for multiple accounts where I come from. Unless you have a sibling, that was advised to the Admins before making the account. Is there a rule similar to that here?

You are permitted to have alternate accounts here as long as you do not abuse them and you openly state that your account is an alternate one and that you have alternate accounts.

I think it got answered along the way here, but since I'm stating why the thread is getting locked anyway...
today i was trying to create a second account but it said e-mail in use y is that.....its so annoing and can it be changed?
You cannot use the same e-mail address for two different accounts on this site. If you do create a second account (using another e-mail address), you should state clearly in the About section of both accounts that they are controlled by one and the same user. Failure to do this may result in the deletion of either or both accounts if discovered.
So yeah. If you want one, new e-mail address, thread answered, blah~
