I had lots of trouble with the Juggernaut Level 22, but I came up with some general strategy that helped a ton.
Step 1: Hoard weapons. Just ignore the Juggernaut at first whenever you respawn. Aim to pick up some higher-end weapons, such as the Railgun, Rocket Launcher or Chaingun. This as the added bonus of making sure the Juggernaut does not get a powerful gun.
Step 2: Cherry pick! You don't want to go charging at the Juggernaut. Let some of the other people attack the Juggernaut and soften him up. When you notice that the Juggernaut is below half health, pounce! If the Jugg is taking fire from multiple sources, it's best to switch to a rapid fire gun so you get the 'last hit'. Assault rifles and chainguns are super useful for cherry picking.
Step 3: Rampage! When you're Juggernaut, you have much less health than you think you do. When the other people start attacking you, you need to act fast. Dodge, jump and run around, firing the best weapon you have. For rampaging, I like to have a Shotgun or Rocket Launcher for one-hit kills.

Chaingun sucks. I suggest just camping at a weapon spawn, the one near the shield.

Or just shoot 3 rockets at him.

lol. Nice one firetail. Well, I always go on a one-on-one kill. I kill the opponent before getting killed by them. Sometimes, I go on a rampage. I kill the robots mostly when they have a zapper. I grenade them down from a distance. And, the best thing is when they are stuck n the elevator. You can grenade all three of them sometimes.(It takes some practice to use a G. launcher from other side, but if you are good, you can always kills them.) But, run away as soon as you see AI with a railgun. I use railgun rarely because it takes enough time to get killed between two shots.
Well, for the last few rounds I've been trying to inch ahead by running from the robots and targeting the weak human. Still haven't one yet, but I'm getting closer.
