Okay i want to ask if i see a comment that i think is bad behavior should i flag this comment or is flagging for spamming only.. i only ask because the Forum's rules says that flagging is for spamming only and i have also noticed that people flag comments because they want to up-vote the comment.

another question, should their be a better system that can work out these kinks? not saying that the current system is bad

If you feel like someone is in violation of the rules your best bet is to let one of the moderators know by sending them the link to the location of the perceived offense as well as a brief summary of what it is you feel is in violation of the rules. Same goes for spam as well.

thanks mate. but when you mean sending them the link do you mean by leaving a comment on their profile?

You report bad behavior to a moderator by leaving a comment on their profile.

If you find a comment or post that is in violation of any of the rules on this site (spamming, advertising, profanity, etc.), then feel free to flag it. If you find something that is highly offensive or needs to be dealt with immediately, you can flag it and then post a link to the offending post on a moderator profile.
