I'll rephrase it. The Italian president is the richest man by official data. I think medvedev has more money de facto than the italian president. I'm not refering to his official bank account. I'm refering to all his money that isn't in that bank account. Maybe there is a secret bank for the goverment people that everybody knows about but are bribed not to talk about it.

I would like to see some supporting evidence. Everything I have read regarding Medvedev suggests that he was and is a semi successful entrepreneur, however he has very little liquid assets, very little influx of liquid assets, and a relatively small net worth. He is comparable financially to an upper middle class American at best, not a multibillionaire. However I contend that if conclusive evidence to the contrary arises I am fully prepared to retract that stance. (I spent nearly 3 hours searching specifically for financial data on Medvedev and found nothing that even hints at a net worth much over a few million, and nowhere even near Berlusconi's)
