You mean this Arbiter from Starcraft? Well, it shoots beams of blue light, and has a bunch of abilities, so the Arbiter would kick butt.
I think the arbiter aboves looks much cooler then the halo one. i chose this one.

Arbiter...Elites are so much better than the Spartans...I don't care about the disadvantage in the character model, I always play Elite when as "PsychoIncarnate"
