to have stuff like this situation:
Riots Broke out in revolt in some of your cities demanding that you lower taxes
and they say something like
Send local police's to deal with them (non-lethal) 50/50 chance of it working
send army to deal with them (lethal) 80% chance of it working lose population
submit to their demands -(number) resources no loss in population
