anti-virus programs doesn't solve everything you know, just saying. Well, you should get one, but don't be completely dependent on it.
I've had the same anti-virus for only about a year, yet there hasn't been a single virus that's gotten into my computer. When a virus attempts an attack at me, my anti-virus will bring up a message alerting me so, and the virus will be gone shortly after.
Leo, format your hard drive ASAP. I don't care if you have national security on your comp, it would be best to delete everything. Then re install OS and start over.
Best to disconnect the internet and go into safe mode before doing this.
If you can't, remove the hard drive and get a new one. You know, before it steals yours or your parents identities.

No, if he'd had an anti-virus, that just means it would've prevented auto viruses. But if he clicked something or downloaded something that had a virus on it, the anti-virus would be useless. It's like...if there's a vampire at your door, the anti-virus will prevent it from coming in. But if you open your door and invite it in(a.k.a download it w/o knowing it's a virus), there's nothing the antivirus can do. The obvious answer would be that your parents are spying on you, and that's what it sounds like. They do a similar thing on the computers at our school. The mouse moves but you're not doing it, and you have no control, right? And this effect is not 24/7 but happens periodically? That's what it sounds like, someone's accessed your computer and is controlling it remotely. That's probably some sort of parental control, but you can't be sure. And to be safe, you should definitely shut down. Ask your parents if they're doing it. Either way, you should probably reinstall everything and reboot. That's the only way to get rid of a virus, except for those $60 virus destroyer things, and the more advanced viruses block you from going onto any antivirus sites. It's a pain, but as long as you kept the backup discs that came with your comp, you should be fine. Another thing; you should definitely get into the habit of clearing your history after each session. Not just to hide your porn from your parents, but because sometimes there are private things that can actually reveal your identity to a stranger if they're accessed.

Antiviruses offer protection against...stuff. Most antiviruses can check each application run, and perhaps stop it if it's suspicious...real time defense.
It's possible to clean up many viruses, even moderately severe ones without paying anything--and say, an online tech support forum will help you clean it for free.

Turns out I have to cough up 200 dollars. This guy is also messing with my coolers. If the computer stays on for more then 10 minutes it turns off.

I did, but it turns out it is not a virus but a code that works on cmd that downloads the virus. I think the virus is winlogin.exe or something.
