There is no right or wrong. Any country can choose what they want depending on their beliefs. So yeah, there is no right governmental system. It's like saying, the US should be Communist now.

Not believing in anything doesn't mean believing in nothing. You just don't have the belief something exists but you don't have the disbelief. I think my head blew up writing this.

Couldn't you just believe in all possibilities? That way you won't believe your belief is the correct belief. You'll only be believing that the possibility of every belief is possibly possible.
