Spartans win hands down, they have killed far more elites than elites have killed Spartans.

What would you expect, really?
I think Elites got more stamina and strength however tactical and utility abilities are definately Spartan.

It's more of a balance really:
Spartan - Complex strategies and (though in this case inferior) weaponry.
Elite - Brute Force.

Actually no, the war machine of the Convenant can fund much more Elites and we can fund Spartans, I'd imagine due to advanced technology = better efficiency = more complexity + control, the Elites are actually pretty damn smart.
