Game Maker 7 - An extremely popular program that's used by many indy developers to create games. It's extremely easy to use, and is great for those of you starting out. Cost: Free!

Adobe Flash CS3 is kind of outdated, but it does virtually the same stuff. It most certainly isn't for beginners; have at it after trying 3-4 programs that have been deemed "easier" It also helps to have a little background in flash, because that's the language your can code in. Adobe Flash has an easier, but less flexible, drag-and-drop system, but I don't know if CS3 caries it. It also comes with a hefty price tag.
