Game Maker 7 - An extremely popular program that's used by many indy developers to create games. It's extremely easy to use, and is great for those of you starting out. Cost: Free!

RPG Maker is another RPG Game Maker that is free (if you are willing to guess what some fields are, and not use their help file). RPG Maker 2K and 2K3 are free if you can find the downlaod, as they were never translated, and RPG Maker XP is free if you find the PK version (fan translated). Download here.
RPG Maker 2000 and 2003 are free. So is XP PK (I provided a download link). The officially translated XP (Enterbrain) costs ~$50, and the newest version of RPG Maker, which is XV, has no free translation and therefore would also be ~$50.
that last one didn't really have much at all to do with flash games,as much as 3D games.Also if you want a median between free and $700 then try SwishMax2.It is a flash game maker that only costs $150.Just about all flash game creators have some basic things about them though that are similar,and this makes it easy to move over to a better flash program after you have been using one that is not as expensive for awhile.Just keep that in mind.
