In colony comments some people said they didn't understand colony's story mentioned in the campaign. so why not answer here?
Colony's timeline
2115 - First manned vessel is sent beyond the Earth's Solar System. 2132 - A habitable planet, Minerva, has finally been indentified by the Planck-IV telescope. 2141 - The United Space Coalition is formed by Russia and the European nations. Mankind's first attempt of planetary colonization begins. 2185 - Athenia. the tirsi extraterrestrial state in history, has been established. 2207 - Athenia falls into economic hardship from not having enough manual labour. 2252 - USC Ambassador proposes a special operation to supplement Athenia's labour force with life sentenced convicts and POWs. This was kept secret. and there was little protest. 2265 - the operation begins. Tens of thousands of prisoners are transported from Earth against their will to start a new life on Minerva.

Colony's campaign
some labor force Led by "P" launch a resistance (level 1) and establish a fascist government that deals a good damage (level 2, 3, 4) to the Athenian capitalist governors of Minerva. but they don't succeed in overthrowing Athenians. in the end a communist group separate from the fascist rebels and run away because they think "P" has survived them, only to use them. (level 6)
