Tech N9ne without a doubt. He can rap fast as hell and you can still understand what he's saying cause he pronounces ****. and raps about cool stuff. and REAL stuff.
Wow, I'm suprised now on one has mentioned The Notorious B.I.G. or Tupac yet. Drake so wack, he's actually very annoying. But in general I can't stand a lot of the new rap/hip-hop music, or maybe I'm just too old. I prefer many of the older artists like Dr. Dre, Jay-Z and Eminem.
I don't think there is any good rapper unless mixed in with another form of music. Rap by its self is left pointless and untalented but if you mix it with another form of music, it sounds much better than by it's self.

I know! He's one of the only rappers I actually like, since they mix the two different genres of music together! !!!!
Comment towards the title of the post. "What's the best rapper out there?" Should it not be "Who is the best rapper out there?" Unless rappers, are not worth being considered as "Who", but are so lame that they fall under the "What" category? Flame on. -waits-
I didn't know there were good rappers. But yea, I guess Lil' Wayne. I personally don't like him, but he seems to have a legion of fans, he's gotta be doing something right.
