I think he means a chat box separated from the game, similar to what they have on Kongregate.
The simple answer is know. This puts immense strain on the server, is difficult to moderate and could eat up CPU on slower machines which would ruin gaming experiences. Armor Games used to have a chat but that caused lag as it was, never mind discussions going on between people on the about 1400 games hosted on the site.
