Find a way to prevent different things hit the city.
The first player invents or takes some kind of item, thing, person, etc... and throws it at the city. the second player then uses anything but magic and powers and etc... and tries to prevent the thing from hitting the city.
Example-
Tubaca: The biggest and largest elephant in history. Tubaca1237: I use a cannon and blast the elephant, then use my disintegrator pistol to disintegrate it.
