If you mean a personal picture, there's a good reason behind that. Moderators and administrators can't change anything on our profiles. So, if someone uses a "bad pic" as an avatar, the moderation can't change it so it would lead to a lot of problems. It's just easier for everyone to use the provided armatars.
It wouldn't take much to build that command into the Moderator Panel; also, a ban would quickly fix the problem. That's merely a suggestion though, I'm sure it's been suggested before.

Two foxes above me. I think it's a little overused. I've seen about 6-8 different people today with it. It looks cool though. I wanted to use it but too many people have it.
