Why wouldn't they buy it? It is a +1 (minimum) Keen Composite Longbow. That is an 8400 gp weapon minimum.....
He uses Detect Magic to analyze its Aura.

There is definitely something off about it.

I somewhat agree with the cutting the higher level starting gold in half, but not the lower level; it really seems limitting.
