I don't know but when post a comment about a game while your playing it the thing says "You must wait 30 seconds before adding another post." I wait and wait but it won't let me post again.
You have to refresh the page, but I have to ask why you would need to post again so quickly on a game comment?
It could be the "just posted a comment on one game, immediately went off to play another, then decided to comment". In which case, yeah, just reload it so the page understands time has passed.
