There are a fair amount, but let's analise why that probably is:
1. Valve banned 12,000 innocent players, on accident.
Er... Yeah, so they fail to ban most known hackers no matter how blatant it is, and yet they find the time to do what they should do to them to people who paid them for entertainment.
That is pathetic, and the person who made the anti-cheat system should be shot.
2. Too many people complain about them already.
Considering that no company can possibly ban and investigate all ban cases made by the pitiful players of CoD, it leaves a lane open for actual hackers whom are pretty safe due to the stupidity of the community whom, in general, deserve it (which is one of the reasons I can't shed a tear for those unlucky 12,000, since the majority are probably spoiled, arrogant and incredibly stupid)
3. Other games actually have good anti-hack technology
You wouldn't see a hacker in Battlefield 2, no, not Bad Company, just normal Battlefield 2. Yeah - 'course it's old, but so is CoD4, and somehow, people who play MW2, Black Ops and CoD4 always bump into a hacker.
Sureeee buddy....
The point is, that there are nowhere near as much as the idiots believe, and the ones that do are probably smart by exploiting stupid people and nullifying a greedy corporations merchandise.
No, it isn't right, but they do more good than the people who hate them most.
