Well, to make a video game, you would need to know how to program such a thing, possibly need some good hardworking graphic designers and animators, as well as a lot of cash and someone who will sponsor and sell the game for you. If you want to make a flash game, which I doubt seeing you chose to post this in the video game section, and not in the flash game section, I would recommend you go look up our programming section, or perhaps try googling "how to make flash games".
