So.
Game maker, no coding, super easy, so-so games, you can't upload them here or in any site is not yoyogames.
Flash. It's the program that have been used to make all the AG games. It requires a lot of coding, so you have to learn a scripting language. There are two:
AS2 the old one, a bit slower, but much easier (in my opinion)
AS3 the new one, super fast, but harder to learn and longer to use.
The ones I linked are the best tutorials I know.
Game maker is free, but flash is 700$, aka don't buy it if you don't want to become a real game maker.
However, if you want flash, you can:
-get a super discount if you are a student in US or in the European union
-get it illegally
-get flashdevelop, a free program for making flash games, but it's even harder than flash.

The Flash game maker is also pretty cheap on Amazon.
Personally, I use the YoYo game maker. I took this one 5 day class and kind of grew from there. Like Glabboth said, the games are so-so (it's free), but there is a pro edition for $25 more. I have never bought the pro version, but I have heard that you can make 3-D games with it (not like &quotut on your glasses" 3-D, just like 3-D ish...however you want to think of it)

Somethign to take into consideration as far as submitting games to Armor Games is that, 1. your game must be adobe flash developed, 2. it must be submitted in a .swf file
