You don't know if they quit forever. You don't know if they log in or not, you also don't know if they are working on a game or not.
The right is to just submit their games to the site. Why else? It's to see if their game could be submitted, how it gets rated, the feedback it gets.
Maybe they moved to another gaming site, maybe they are working on games currently.
Not all games by Developers' get uploaded to Armor Games. They probably only have one game submitted because their others' have been rejected.

the reason that MiniClip and CrazyMonkey continue to make games is that they are other game sites, and all they have to do is pull a game of their site and move it here. the other game developers that make 1 game and then have little to no activity is that they probably don't want to make anything else.

I also think, that it's no terrible problem or even bad that they do so. It' their right and if they just wanna creat one game, that's it...
