There are multiple reasons a thread can get locked. If a thread gets off topic or spammy, it can get locked. Some sticky threads are designed to be locked. Some locked threads have what I call lock tags. Here's a list of them as far as I know: [ans] or [answered] means that the thread had a question and was answered. [dup] means that the thread is a duplicate. [necro] means that the thread was old and was not revived properly. This is called necro posting. [spam] means that the thread was spammy. [req] means that the thread's creator requested the lock. [NAS] in this section means that the thread wasn't a suggestion. I was also told about a tag saying [READ THE STICKIES!], but I haven't seen anything locked with that tag.
[READ THE STICKIES!] Means simply read the stickies. the purpose for saying that though is probably becuase people ask questions that are stated in the stickes. Like gaboloth stated.
