Well typically for flash games, people use Adobe Flash... lol.
You can download a free 30 day (I think it's 30 days..) trial, once that's up it's up. It's quite the expensive program, but it's professional grade. I would start trying to learn some stuff about writing code, and maybe attempt Gamemaker.
