Famous bands usually have a lot more experience, and that'll help them make good songs. That, and they're usually famous for a reason. I'd say famous bands are better in most cases, but there are of course some local bands with the potential to become famous, but who just hadn't had the opportunity.
So basically, famous bands are better, because if a local band is really good, it'll (hopefully) become a famous band sooner or later.
