Lately i have been noticing that a lot of users (new users BTW) have been rating games just to get the Armor Points. This doesn't really seem fair to other users.
In my opinion it seems like a form of Spamming. Thats why i had this idea of possibly adding a 30 sec waiting period (like they have for comments and forum posts) to the Game Rating system.
I figured that someone can rate approximately (depending on Internet speed and the amount of users on the site or game at the time) 10-20 games in 60 seconds.

I just got an idea. If you want to rate the game, you also have to comment at the same time. If the comment is spam, than the rating is also deleted.
Well i will give you credit, its a good idea... but.. um.. nobody wants to be forced into commenting on a game. A lot of times i don't feel like leaving a comment, i just rate the game and go. Its easier, faster, and it wont offend people.
Plus, if they play them all then they get no more points.
Thats true in a sense, but i don't really like getting passed up by some guy who is spamming his false game rating on every game on the site. Sure they can't get any more points for rating games (after they do them all), but i do not think its fair that they can get 4,000+ AP in 2-3 days.
I tend to want to give developers feedback as to why i gave it that rating.
Exactly, that is the purpose of rating and commenting the game!
If you make a comment with nothing to back it up then it'll offend people. However, if you leave a constructive comment on a game then it shouldn't - it'll give the Developer something to think about when he/she makes another game.

That's supposed to be the purpose - rate the game accordingly and if you WANT you can comment about it to give the Developer of the game something to read. But I'm not agreeing with the 'forcing' users to comment if they want to rate games.
I have played every game that I rated for at least a few minutes.
If I find a game that I really enjoy playing then I'll play it for about a half hour, but most games I've played for about five-ten minutes. Sometimes when I'm bored I'll go through games and play them again just to pass the time.
On AG3, i think you can only get points for playing the game
Yeah - there will be achievements on AG3 for playing games.

If you're saying that you'll get points for posting on AG3 - you won't. You'll be getting karma/reputation for it, but not points.
