The government is stealing all the rain for themselves so that in 2012 they can use the rain to flood the world so that they can start a new empire once the water dries up.
Considering all of the water vapor in the world would only make a few inches of water coverage world wide and given the slope of everything all that that would accomplish is raising the tidal level by a few vertical feet and making the air bone dry for a short time until everything goes back to normal in a week or two...

He's assuming Israel is 'art of the West'. Personally I'd disagree with him, but in that context, I suppose it is relevant.
But, as for Israel's water crisis -- They're pretty screwed. I even saw it on the news once, apparently, two of their aquifers and a major lake are below their red lines and they're hoping to get water pumped from Turkey. Sad thing is... Turkey's having water problems

Who, Iran? They're old Persian reign of territorial acquisitions is long over. Attacking Iraq would just piss the USA off, Saudi Arabia would leave them dirt poor, Afghanistan is an opium mine as it is, no real water, and Pakistan wouldn't be worth it because Pakistan would first, win and own them all, and they'd lose a big ally, and they wouldn't get to any water until they reach Karachi, a spot with a total population of 20 Million.
So yeah, they can't do that.
What they could do is over-irrigate and kill themselves for the long run, or develop a way of making man made rivers. .. That would solve so many problems.
That or maybe the Iranians could just send all of the sensible democratic people to somewhere other than Iran, and then have the drought kill the government...I like my idea better.
