So what do you mean? Are you seeing a trash can on other user's profiles? That's just a glitch, you can't actually delete comments off of their profile.
You didn't provide much information, so it'd be good to explain more if that wasn't what you're talking about.
I just got done reading a few of the comments left on your profile about a user deleting your comments off of their profile. And they can do that if they want. It is in no way against the rules to delete comments off of your profile. I could ask a moderator to delete all the comments off of my profile, or delete them all myself if I wanted to. But I don't because I like to have those comments there to remember past conversations with users. But yeah, it isn't against the rules if a user decides to clear their comments. Cormyn used to keep his comments empty, but he's been keeping comments around lately that amuse him and/or are merits. NoNameC68 even cleared his comments a week or two ago. I don't understand why you would think it's against the rules for people to clear their comments section.

I thought that because I heard a while ago that a mod's permission was required.
Uhm, the only thing I have heard of would be people asking mods to help them clean out their comments (which we don't do, because it's not our problem). Or requesting threads to be locked, posts to be deleted and so on, all of their own.
All we really care about is that people should be ready to get pissed users telling them off for deleting their comments (and respond properly by not replying, and asking a mod to work it over, if needed).
After all, why would there be a trash can there, if you were not allowed to use it in the first place.
