Ya, most of the time you will find graffiti on public property, so it is a crime. But I think it is a form of art and I think its awesome the way some people do it.
It'd be perfectly okay if the person got permission to do their graffiti on whatever place they are doing it on, it's just that usually they don't. It isn't that people don't like the big bold graffiti designs, it's just that they are doing it in the wrong place. Sure, I like graffiti, but I wouldn't want awesome looking graffiti sprayed all over my windows, or on my stuff.
