adobe flash is what most people use.

The most recent version of Adobe flash is:Adobe flash Cs5

CS5 runs on actionscript 3, which you are going to have to learn if you want to develop (AS2 is also an option)

Adobe also has a number of other products in the Creative Suite family, (ie. Dreamweaver, Photoshop, etc.) which can help with software development as well.

If you haven't made a game yet, you probably won't want to spend 700 dollars on Flash.

Start with a easier program, such as Game Maker.

Once you've become adept with Game Maker, you can move onto a different development platform, such as Adobe Flash.
