Criteria: overall quality of the composition (mainly), originallity, complexity, influence, and lasting appeal

these are only the ones i know off the top of my head, ill prob post more as i remember them.
i think probably the best metallica guitar solo would be one though. hands down one. like i honestly dont think any other guitar solo by metallica even comes close to one

I personally think that Fade To Black solo is better.
IMO the soloo from 'Tears Don't Fall' is better.
Well thats good to, i like waking the demon because its 2 guitars soloing at the same time! Also Matt Tuck's opening Hearts Burst Into Fire solo is pretty awsome, then theres the Crazy Train solo
The Fade To Black intro solo is pretty sweet and really not that hard to play (if you're a guitarist). It's one of my favorites even though it's pretty mainstream.
Along with Enter Sandman and it's epic wah-wah pedal abuse, it's also one of my favorites.
The Day That Never Comes has an awesome duet guitar solo that is outstanding to watch live. But enough of Metallica...
Tornado of Souls by Megadeth is one of the best organized solos of all time. Each part of the solo is organized into a specific amount of time. I thought that was pretty cool and would take a lot of practice. Dave is a pretty outstanding guitarist.
Cowboys from Hell by Pantera has one of my favorite tapping parts in it out of a lot of solos I've attempted and learned to play, it's one of my favorites as well besides being a bit mainstream.

Megadeth - tornado of souls [As far i know, the solo was created and performed by Marty Friedman. Even if this is debatable, Friedman style is recognizable cause of the exotic scale]
