Merits are worth twenty-five AP, not twenty. And you don't send them, you get rewarded with one if a game comment you wrote is worthy of a merit, or if you win a contest within the forums that rewards a merit to the winner. Read this guide for more details.
It's possible. Just leave a good review for a new flash game, then you might get rewarded with a merit. I've gotten two from doing that, and I didn't expect for my comments to receive merits.
