Those comments are ones that received merits. If they got deleted, the merit would be erased as well. All the mods have merited comments buried in their profiles as well.
Cormyn is an administrator. He gives merits out on his profile to helpful people or if the comment makes him laugh, I think. That comment looks like someone was helping him with something, probably Colony hackers.
