Erm... I'm pretty sure you won't find one. Unless it's a really close friend and you both want to make a game, then it's improbible that you will find one to make a game for free. Try to design your own game, they're tons of free programs to help you get started.

If you mean software, the only one I know of that you can post on the site is Stnecyl. It's totally free and it has no coding. It takes a while to get started, but you'll catch up eventually. Other than that, no other free game creator software (like Game Maker) doesn't support swf (Short Web File) to post on the site. Armor Games only accepts swf files. Mostly from Flash which is $800.
And if you mean person... I don't know what you mean by "free".
