I think that it needs to be organised with permits and usage should be restricted. If they're legal to everyone then they're more trouble that they're worth.
For example, here in ireland, they're a weapon used during rioting rather than something pretty to gaze at.

But people will still get them illegally no matter what gets done. Anyways. I see the point in restricting them because not everyone is capable of being responsible with fireworks.
