okay, have you traced out the clues on the world map near the sanctuary? you know, the lines between the giant heads? those lines correspond to a spot in the sanctuary itself. like, the desert region is a huge version of the sanctuary. use the shovel where the lines would interesect in the sanctuary.
...honestly, if you just look it up on youtube or in a walkthrough, this would be much easier than asking.
