There are some programs like GameMaker, and GameSalad (only for the Mac). GameSalad has a better interface and is easier to use, but it's only for the Mac. GameMaker does not use Flash coding so if you make a game on there you cannot upload it to AmorGames. GameSalad is a program where you basically just make games for the iPhone or iPod touch while you can still make games for the web I'm not sure is it uses Flash.

So it would be better in invest in Adobe Flash in the long run even though it costs a ton. Yes there are free programs but they wouldn't work when you uploaded them on AmorGames.

Flash Develop is a free open source AS2 and AS3 compiler, and you can upload any game you made with it to AG.

Nobody mentioned Stencyl. It's like Gamemaker but you can make SWF files with it.

But in Stencyl, you have to make your own drawings, sprites, backgrounds, etc., without getting it from the StencylForge.
