I would make some drugs legal then tax them into oblivion, bring back NASA to create jobs, drill for oil in Alaska (and any other place with oil in the States), then lower taxes so people can have more money so they can spend it to stimulate the economy.

i'd immediately end funding for any new navy ships for a while. we have more than enough to dominate the seas for the next few decades

I'd equal military funding to the #2 country (China, I think), subsidize all energy non fossil fuel related, invade Canada, tax Rich people, bring back NASA, and legalize drugs to tax them into oblivion. I would, also, pull back our troops in Korea and in the Middle East and send them to stop all incoming Mexicans, carrying drugs or otherwise.
Near the end of my second term, I'd de-amend the amendment for a president only getting two terms. I'd be so popular I would be president until I die, and in my free time I'd have parties in Camp David and invest in creating Transformers robots for future American domination.

For a bit of comparison last years total budget for America was $708.3 billion. China's military budget was $77.9 billion (though some have estimates closer to $150 billion).

Yes, but how much is going into the war effort oversea's compared to the advancement of recruitment of the military?
Already China is ranked 3rd in 2011 for the top military ranking.
