Well, for one, I can't rate games. I click, but nothing happens. Two, whenever I try to comment a game, it loads for an hour and does nothing. Three, it says on my profile I have 0 AP when I made a Forum Post like 8 hours ago.

Considering everything you said, the problem is probably with your computer, although it could also be with your browser.

Maybe internet connection? Or a browser? Seriously, if you are using Internet explorer, no wonder it does not work.

tries to log out and then may be some kind of bug that is happening or maybe check internet problem right there, try letting go the computer.
