In genre, yes, it is an RTS like AoE. However, while AoE is a series of Base-Building RTS missions and battles with different objectives, Empire: Total War combines Civilization-esque Turn-Based Strategy with the battles being massive Real Time Strategical experiences.
Empire was my first jump into the Total War franchise, a week after getting it for Christmas I used 10 bucks to get Rome and the two have kept me sated since.
My favorite two nations to play as are Prussia and Sweden. Sweden starts off awesome, stays awesome, and if played right, can become a supreme economic powerhouse based around the Baltic.
Prussia is just the all-time OP Bad-*** of the game. Best Units, best opening cities, a good amount of smaller cities to squash and conquer in a series of little wars, and the Greater German Empire is yours to control within 25 years (my current record for controlling all of Greater Germany and Denmark)
For me it is the fourth Total War I played, great series btw I played them all. And I loved to play as Spain or Great Britain.
I loved playing as Spain because of their good infantry units and, if u are quick you can conquer what is now Spain and Portugal. And they start with a very strong Navy so I could start good trade routes and get a very big economy.
Great Britain always is very good because of their good line infantry and very strong light and heavy cavalry. And they have just a very nice starting location, they have the British Isles and parts of America.
