If you can manage to post, then read through the next topic, thinking up a good argument and write it in 30 seconds, you are doing it wrong. If you are referring to the forum games, it sounds like you are double posting anyway, which could get the game in risk of locking.
I'm guessing he means wall comments. Well, that's to prevent long rambling convos which can easily be done on messengers and chat rooms from occurring.
Once again, if you can manage to think up a reply in that time, type it and be ready to post it in less than 30 seconds, you are doing it wrong, and ought to find a chat service instead. Even more so if this is referring to comments to the same person.

Because if there was no comment time, as previously stated, it would lead to long meaningless chats, which is likely spam. Spam is bad. Simple as that.
I would say it is too short. The only thing I would like is a self updating timer. Can't tell you how many times I have lost what a typed because of that little monster.
Not quite. If I am in a few threads at once, and I reply to one, then click to another page really quick, and don't refresh, i can read the few posts made when I was gone, type my reply, but it will still say I have to wait thirty seconds because i never refreshed.
