From what I've read, they plan to somehow make it automated, meaning that the armatars will be set to a calendar and be readily available without the admins having to manually set them up and take them down.
I left a comment on Dan's and Justin's profiles a few weeks ago requesting for them to put up the Halloween armatars for this month, but I haven't gotten a reply from them. Guess they don't want to do it.

I don't know about Justin but Dan doesn't check his profile much. I asked him a question awhile back that cormyn told me to ask him and he never responded.
I think, at this point, we can just assume the staff doesn't want to release the seasonals before after the final launch of AG3, and after they have fixed whatever else might be important. It might not seem fair, but that is how it is. Anyone who might be able to speak the case of the seasonal among the rest of the staff has ignored it entirely, probably because they are busy or don't want to kill the hopes, but it is a little disappointing none the less.
