Why don't you just fence off your back yard and make it a dog park? I don't know the laws there, but if you really want to socialize your dog the best thing to do is get all of your neighborhood dogs together several times a week, so something like that might be your best bet. Or you could petition your local politicians to set something like that up. It's not expensive to get a dog park, you just need an empty field with maybe a few trees and a fence so they don't run off.

There's a reason it's called a dog park. You know, you can send a plead to good ol' Mr. Tadic to open up a park. That has bigger chances of succeeding than just creating a facebook page.

Dog parks aren't usually that big, I've seen some the size of a decent back yard. Obviously it would be more like "dog backyard", but it's basically the same deal: wide space for dogs to interact.
