1) They are redoing the forums in AG3, most likely adding more subforums and rearranging some of them. Cormyn mentioned things like that when he was around, but without an active admin here we don't really know. As for threads, people create them. Others don't have control over it, either people will make threads or they won't.
2) They are thinking about adding a chat system, and there will definitely be a private message system in AG3.
