What are your beliefs on how the government has started?

I somewhat believe in the social contract theory.

it started when man just started settling into permanent homes with newly created agriculture, and the guy with a lot of friends with sharp farming tools went to his neighbor and said, "Yo bro, you give me some grain/berries/whatever and my friends will keep you safe" and it evolved from that

When humans were all in tribes, chiefs were the leaders because of some reason (strongest, smartest, etc..)

Usually it was the oldest male because age was a sign of wisdom.

And so the dozens of different kinds of governments we have seen in the past and present originated from that original idea of making the strongest man the leader.

So is our government devolving with the many mindless, uneducated voters in America's voting population? Surely there are many men that are better politicians than the ones we have.

While there may be many politician jokes, you have to remember that not everyone who could make a good politician wants to be a politician. The guys up in Washington are smart, they just are like two year olds fighting over the same toy.

the best might not be the best

Think you meant the ones in power might not be the best; because after all, it's irrational to deny that the best are the best.

What if we mix the Evolutionary Theory of Government (Government evolved from family structure), Divine Right Theory (God gave power to the ruler), Force Theory (Someone was put in power by force), and social contract theory (people gave the leader the power because life without government was worse)?

How about this scenario?

There was a big family that mourned when the grandfather died. Seeing that life was in chaos when the grandfather died, the people chose to find a new leader. All the men (fathers) fought each other and saw that one was the strongest, the alpha male. The alpha male claimed that his strength was given by a deity and made people respect the alpha male even more.
