I think it's like that because it would be extremely easy to get AP. Going into newcomer threads to give a generic welcoming and play forum games often would result in a lot of AP.
Because the back and forth nature of many Forum Games isn't going to breed good, worthy posts. Just take the You're Banned thread for example. 10-20 pages of it can easily be spawned by the same users each day, yet they are in no way ''meaningful'' discussions compared to the other sections. Hence no AP would be granted. Also, some games require short posts that would be counted as spam elsewhere.
