Well, first let's get a few things out of the way.
- Which government are you referring to?
- Which government(s) are saying it is an "axis of evil." I've never heard that term before.
- What is "evil" defined as?
Now onto the latter...I think that North Korea's government isn't all that great. It's a suppressive dictatorship which attempts to control it's citizens in unfair ways and denies them many things which other countries give. It also is extremely hostile to other nations and is isolationist.

yup. i agree with all of that. and the fact that the tried and still are trying to get nukes doesnt make me leap with joy.
is an axis of evil
never heard of it....i thought that was the nazis, not N. Korea. Granted, N. Korea is pretty bad from my point of view, but their are many other countries who are bad like that too. a few middle eastern ones come to mind....

In 2002, Bush listed Iraq, Iran, and NK as nations that supported terrorist acts and such during his State of the Union address. "States like these and their terrorist allies constitute an axis of evil, arming to threaten the peace of the world."
